1.  THIS MILPER MESSAGE WILL EXPIRE NLT JAN 2000.

2.  POLICY:

A.  A CENTRALIZED HQDA SELECTION BOARD WILL CONVENE ON OR ABOUT 10
FEB 1998 TO CONSIDER OFFICERS FOR CONTINUATION ON ACTIVE DUTY IN A
VI STATUS.  CORPS STRENGTH LIMITATION, AREA OF CONCENTRATION (AOC)
AUTHORIZED STRENGTH, AND IN PARTICULAR, THE OVERALL QUALITY OF THE
OFFICER’S PERFORMANCE RECORDS ARE THE KEY FACTORS IN SELECTING
OFFICERS FOR CONTINUED ACTIVE DUTY.

B.  DENTAL CORPS OFFICERS WILL BE CONSIDERED BASED ON THE CRITERIA
BELOW:

(1)  NOT IN CAREER STATUS (NOT VI OR RA).

(2)  MUST HAVE COMPLETED 24 MONTHS ACTIVE FEDERAL COMMISSIONED
SERVICE (AFCS) OF CURRENT TOUR AS OF 10 FEB 98.  TIME SPENT IN ENTRY
LEVEL TRAINING PROGRAMS CANNOT BE COUNTED AS PART OF THE 24 MONTHS
AFCS.

(3)  HAVE BEEN ON CONTINUOUS ACTIVE DUTY SINCE 10 FEB 96.

(4)  OFFICERS WITH A HQDA APPROVED SEPARATION DATE WITHIN 90 DAYS
FOLLOWING THE CONVENE DATE OF THE BOARD ARE NOT ELIGIBLE FOR
CONSIDERATION.

(5)  OFFICERS WHO HAVE BEEN PREVIOUSLY NON SELECTED FOR VI ARE NOT
ELIGIBLE FOR RECONSIDERATION.

(6)  MUST HAVE STATE LICENSURE.

C.  OFFICERS SELECTED FOR CONTINUATION IN A VI STATUS INCUR A ONE
YEAR SERVICE OBLIGATION BEYOND THEIR CURRENT OBLIGATION VOLUNTEER
DATE UNLESS SEPARATED UNDER OTHER PROVISIONS OF ARMY REGULATIONS.

D.  NOTIFICATION OF BOARD RESULTS WILL BE MADE NLT 90 DAYS
FOLLOWING APPROVAL.  ORTA OFFICERS NOT SELECTED FOR CONTINUATION IN A
VI STATUS WILL BE RELEASED FROM ACTIVE DUTY NOT LATER THAN SCHEDULED
ECUR.  IF THE NONSELECTED OFFICERS ECUR IS PRIOR TO 1 OCT 98, THE
OFFICER MAY REQUEST A SHORT TERM EXTENSION TO ALLOW FOR APPROPRIATE
TRANSITION TIME.  OFFICERS NOT SELECTED FOR VI STATUS WILL BE
INFORMED OF THEIR SEPARATION OPTIONS WHEN NOTIFIED OF COMMANDER,
PERSCOM APPROVAL OF THE BOARD’S RECOMMENDATION.  THE DECISION
OF COMMANDER PERSCOM IS FINAL.  OFFICERS NOT SELECTED FOR RETENTION
MAY REQUEST RECONSIDERATION PRIOR TO RELEASE FROM ACTIVE DUTY ONLY
IF THEY MEET CONDITIONS OUTLINED IN AR 135-215, PARA 2B.

3.  RULES FOR PRE-BOARD PROCESSING:

THE FOLLOWING RULES REFLECT THE LATEST POSSIBLE CUTOFF DATES FOR
ACCEPTANCE OF BOARD RELATED DOCUMENTS AND FOR SUBMISSION OF
CORRECTIONS TO THE ORB AND OMPF.  MILITARY PERSONNEL
DIVISIONS/PERSONNEL SERVICE COMPANIES, PERSONNEL SERVICE BN
(MPD/PSC/PSB) WILL USE ALL MEANS NECESSARY TO ENSURE EXPEDITIOUS
PROCESSING AND TRANSMITTAL OF RECORDS CORRECTIONS AND BOARD DOCUMENTS
TO APPROPRIATE PERSCOM ADRESSEE AS OUTLINED BELOW:

A.  RULES – EVALUATION REPORTS (ELIGIBILITY FOR AND SUBMISSION OF
EVALUATION REPORTS FOR CONSIDERATION BY THE SELECTION BOARD:

(1)  EVALUATION REPORTS THAT ARRIVE ERROR FREE IN THE EVALUATION
REPORTS BRANCH (TAPC-MSE-R) ON OR BEFORE 3 FEB 98 WILL BE ELIGIBLE
FOR CONSIDERATION BY THE BOARD.

(2)  CDR, PERSCOM WILL NOT ACCEPT MACHINE-REPRODUCED OR
ELECTRONICALLY TRANSMITTED COPIES OF EVALUATION REPORTS FOR
SUBMISSION TO THE BOARD OR FOR FILING IN THE OMPF.

(3)  COMPLETE-THE-RECORD OERS ARE NOT AUTHORIZED FOR VI SELECTION
BOARDS, AR 623-105 PARA 3-53.

(4)  COMMANDERS AND MPD/PSB SHOULD MAKE SPECIAL EFFORT TO DETERMINE
WHETHER OFFICERS IN THE ZONES OF CONSIDERATION ARE ELIGIBLE FOR
MANDATORY/OPTIONAL REPORTS OR IF OTHER EVALUATION REPORTS ARE EITHER
PENDING OR PAST DUE.  ALL OPTIONAL OR REQUIRED REPORTS SO IDENTIFIED
SHOULD BE GIVEN PRIORITY PROCESING AND IF NECESSARY, BE FORWARDED BY
THE MOST EXPEDITIOUS MEANS POSSIBLE SO AS TO ARRIVE AT EVALUATION

(1)  ALL OFFICERS IN THE ZONE OF CONSIDERATION MAY, IF DESIRED,

(2)  MEMORANDA SHOULD BE CONCISE AND FOCUS ON THOSE MATTERS DEEMED
IMPORTANT IN THE CONSIDERATION OF AN OFFICER’S RECORD.  THEY SHOULD
BE ADDRESSED TO PRESIDENT, FY98 DENTAL CORPS VOLUNTARY INDEFINITE
