A.  A SELECTION BOARD WILL CONVENE ON 14 APR 98 TO CONSIDER
FIRST LIEUTENANTS FOR PROMOTION TO CAPTAIN.  OFFICERS ELIGIBLE
FOR CONSIDERATION HAVE THE FOLLOWING ACTIVE DUTY DATES OF

REQUIRE A PROMOTION REPORT (CODE 11) IF THE CRITERIA OF PARA
3-45, AR 623-105, ARE MET. OFFICERS WHO HAVE RECEIVED AN OER WITH A
“THRU DATE”  OF 8 APR 97 OR LATER ARE NOT ELIGIBLE FOR THIS REPORT.

(2) THE REQUIRED “THRU DATES” FOR PROMOTION REPORTS (CODE
11) WILL BE 6 FEB 98.

COMPLETE-THE-RECORD OER IS OPTIONAL FOR OFFICERS WHO MEET THE
CRITERIA  OF PARA 3-53, AR 623-105. A REMINDER THAT OFFICERS BEING
CONSIDERED IN THE BELOW-THE-ZONE CATEGORY FOR PROMOTION ARE NOT
ELIGIBLE FOR COMPLETE-THE-RECORD OER.

(2) THE REQUIRED “THRU DATES” FOR COMPLETE-THE-RECORD
REPORTS (CODE 21) WILL BE 6 FEB 98.

D.  COMMANDERS AT ALL LEVELS SHOULD MAKE A SPECIAL EFFORT TO
ENSURE ANY APPLICABLE EVALUATION REPORTS FOR ELIGIBLE OFFICERS ARE
EXPEDITIOUSLY PROCESSED.

4.  ALL OFFICERS IN THE ZONE OF CONSIDERATION MAY, IF DESIRED,
SUBMIT CORRESPONDENCE TO THE PRESIDENT OF THE BOARD.

A.  INDIVIDUAL MEMORANDUMS SHOULD INCLUDE ONLY THOSE MATTERS
DEEMED IMPORTANT IN THE CONSIDERATION OF AN OFFICER’S RECORD. THEY
SHOULD BE ADDRESSED TO PRESIDENT, FY98 CAPTAIN MEDICAL SERVICE CORPS
(MS), ARMY MEDICAL SPECIALIST CORPS (SP) AND ARMY NURSE CORPS (AN),
COMPETITIVE CATEGORIES, PROMOTION SELECTION BOARDS, ATTN: TAPC-MSB,
200 STOVALL STREET, ALEXANDRIA, VIRGINIA 22332-0441.  MEMORANDUMS
MUST ARRIVE NOT LATER THAN THE CONVENE DATE OF THE BOARD IN ORDER TO
BE CONSIDERED.

B.  ANY MEMORANDUM CONSIDERED BY A BOARD WILL BECOME A MATTER
OF RECORD FOR THE BOARD AND WILL BE RETAINED BY CDR, PERSCOM.
MEMORANDUMS TO A BOARD (INCLUDING ENCLOSURES) WILL NOT BE FILED IN
AN OFFICER’S OMPF.

C.  COMMUNICATIONS OR MEMORANDUMS OF RECOMMENDATION FROM
OTHER PARTIES ON BEHALF OF OFFICERS ELIGIBLE FOR CONSIDERATION WILL
NOT BE PROVIDED TO THE BOARD UNLESS FORWARDED BY THE OFFICER BEING
CONSIDERED.

5.  PROCEDURES.  COMMANDERS WILL ENSURE THAT RECORDS OF ALL
OFFICERS ELIGIBLE FOR CONSIDERATION ARE REVIEWED TO DETERMINE IF THE
OFFICER HAS A CURRENT PHOTO AS DEFINED IN THE APPROPRIATE
REGULATION. IN THOSE INSTANCES WHERE THE PHOTO IS NOT CURRENT, THE
OFFICER SHOULD UPDATE IT EXPEDITIOUSLY SO THAT RECORDS WILL BE AS
COMPLETE AS POSSIBLE WHEN REVIEWED BY THE BOARD.  THE SELECTION BOARD
WILL REVIEW PHOTOGRAPHS IN HARDCOPY FORMAT.  PHOTOS SHOULD BE SENT TO
CDR,PERSCOM, ATTN: TAPC-MSE-R, 200 STOVALL STREET, ALEXANDRIA, VA

6.  OFFICERS ELIGIBLE FOR CONSIDERATION SHOULD REVIEW THEIR OFFICIAL
MILITARY PERSONNEL FILES (OMPF) AND OFFICER RECORDS BRIEFS (ORB)
PRIOR TO THE CONVENE DATE OF THE BOARD.  OFFICERS MAY OBTAIN COPIES
OF THEIR OMPF AT NO COST BY WRITING TO CDR, PERSCOM, ATTN:
TAPC-MSR-S (SELECTION BOARD PROCESSING UNIT), 200 STOVALL STREET,
ALEXANDRIA, VA 22332-0444 OR TELEFAX YOUR REQUEST TO COMMERICAL
(703)325-5204 OR DSN 221-5204.  INCLUDE SSN AND CURRENT MAILING
ADDRESS WITH THE REQUEST. FORWARD CORRECTIONS OR ADDITIONS TO THE
OMPF AND ORB THROUGH THE SUPPORTING MPD/PSB TO PERSCOM WITHOUT
DELAY.  PROMOTION AUDIT ORB FOR THIS BOARD WILL BE DISPATCHED TO
SERVICING MPD/PSB ASAP.

7.  ELIGIBLE OFFICERS MUST SEND DOCUMENTS FOR UPDATE (OTHER THAN
OERS) BY MEMORANDUM TO CDR, PERSCOM, ATTN: TAPC-MSR-S (SELECTION
BOARD PROCESSING UNIT).  SUBMIT ONLY DOCUMENTS WHICH ARE AUTHORIZED
FOR FILING BY AR 600-8-104.  DOCUMENTS FORWARDED FOR UPDATE BY
MPD/PSB IN BULK WILL NOT BE EXPEDITIOUSLY PROCESSED, AND
THEREFORE MAY NOT BE SEEN BY THE SELECTION BOARD.

8.  MPD/PSB WILL RECEIVE A BY-NAME LISTING OF ELIGIBLE
ABOVE-THE-ZONE (AZ) AND PROMOTION ZONE (PZ) OFFICERS UNDER SEPARATE
COVER. COMMANDERS WILL ENSURE THAT THE LIST INCLUDES ALL ELIGIBLE AZ
AND PZ OFFICERS ASSIGNED TO THEIR COMMAND.  FORWARD NOTIFICATION OF
OMISSION OF AN OFFICER’S NAME OR OF INCLUSION OF AN OFFICER WHO IS
NOT ELIGIBLE WITHOUT DELAY TO CDR, PERSCOM, ATTN: TAPC-MSP-O TO
ARRIVE NLT 6 APR 98. MPD/PSB MUST GIVE DUE CONSIDERATION TO AVERAGE
MAIL TRANSIT TIME OR MESSAGE TRANSMISSION TIME AS WELL AS TO THE
LIMITED TIME PERIOD AVAILABLE FOR REVIEWING ELIGIBILITY LISTS AND FOR
PROCESSING ORB/OMF UPDATES.

9.  NOTE THAT OFFICERS WITH AN APPROVED SEPARATION DATE WITHIN 90
DAYS OF THE CONVENE DATE OF THE BOARD (I.E. SEPARATION DATES THRU
13 JUL 98) ARE NOT ELIGIBLE FOR CONSIDERATION.

10.  TO ENSURE THE ACCURATE ASSIGNMENT OF PROMOTION SEQUENCE NUMBERS
TO THOSE OFFICERS WHO WILL BE RECOMMENDED FOR PROMOTION BY THIS
BOARD, MPD/PSB MUST:

A.  VERIFY EACH ELIGIBLE OFFICER’S 1LT ADOR AND 2LT ADOR,
ACTIVE FEDERAL COMMISSIONED SERVICE (AFCS) AS OF 30 SEP 98, BASIC
DATE OF APPOINTMENT (DTRA), SERVICE COMPONENT (COMPT), AND DATE OF
BIRTH (DOB) AS PUBLISHED ON THE BY-NAME ELIGIBILITY LIST.

B.  REPORT ALL DATA CORRECTIONS MADE TO OFFICER PROMOTIONS
SECTION (TAPC-MSP-O) BY 6 APR 98.

C.  SEND COMPLETED DOCUMENTS TO THE CORRECT OFFICE: PHOTOGRAPHS
AND OERS TO TAPC-MSE-R, AUDITED ORB TO TAPC-MSR-X, AND MEMORANDUMS
TO THE BOARD TO TAPC-MSB.

11.  MPD/PSB COOPERATION AND SUPPORT WILL PREVENT ERRONEOUS
CONSIDERATIONS FOR PROMOTION, IMPROVE THE ACCURACY OF INFORMATION
CONTAINED ON THE OMF, AND ENSURE THE CORRECT SEQUENCING OF OFFICERS
ON PROMOTION LISTS.

12.  MPD/PSB WILL RECEIVE INSTRUCTIONS AND PROCEDURES FOR FIELD
AUDIT OF OFFICER RECORDS BRIEFS (ORB) TO BE USED BY THE BOARDS VIA
SEPARATE CORRESPONDENCE.

13.  MPD/PSB AND ELIGIBLE OFFICERS WHO SUBMIT CORRESPONDENCE
EITHER TO THE PROMOTION BOARD (TAPC-MSB), TO THE SELECTION BOARD
PROCESSING UNIT (TAPC-MSR-S) FOR OMPF UPDATES, OR WHO COMPLETE AND
RETURN AUDITED ORB (TAPC-MSR-X) MUST ENSURE THAT THE PROPER OFFICE
SYMBOL IS USED IN THE FORWARDING ADDRESS. PREVIOUSLY, SOME
CORRESPONDENCE HAS REACHED PERSCOM WITH INCORRECT ADDRESSES AND SUCH
CORRESPONDENCE MAY NOT REACH THE APPROPRIATE RECIPIENT ON TIME.
