3.  SSC SELECTION BOARDS:

A.  THE SSC SELECTION BOARD WILL SELECT ELIGIBLE OFFICERS TO ATTEND
ACADEMIC YEAR 1999/2000 RESIDENT SSC AND FELLOWSHIPS, SSC FOREIGN
SCHOOLS AND ACADEMIC YEAR 1999/2001 ARMY WAR COLLEGE CORRESPONDING
STUDIES COURSE (AWCCSC).

B.  THE BOARD CONVENE AND RECESS DATES ARE PROJECTED TO BE:

SSC ELIGIBILITY CRITERIA.  OFFICERS (ACC, AMEDD, CHC, AND JAGC) WHO
MEET THE FOLLOWING CRITERIA ARE ELIGIBLE FOR SELECTION TO A RESIDENT
SSC OR FELLOWSHIP, A SSC FOREIGN SCHOOL, OR THE AWCCSC:

A.  COMPLETED A MINIMUM OF 16 YEARS (192 MONTHS) ACTIVE FEDERAL
COMMISSIONED SERVICE AS OF 1 OCT 99, AND BE IN THE GRADE OF COLONEL
OR LIEUTENANT COLONEL AS OF THE BOARD CONVENE DATE.

B.  MEDICAL, DENTAL, AND VETERINARY CORPS OFFICERS MUST HAVE
COMPLETED 12 YEARS (144 MONTHS) ACTIVE FEDERAL COMMISSIONED SERVICE
AS OF 1 OCT 99.

C.  PROMOTABLE MAJORS MUST BE PROMOTED TO LIEUTENANT COLONEL BY THE
BOARD CONVENE DATE TO BE ELIGIBLE.

D.  COMPLETED NO MORE THAN 23 YEARS (276 MONTHS) OF ACTIVE FEDERAL
COMMISSIONED SERVICE (AFCS) AS OF 1 OCT 99.

E.  HAVE CREDIT FOR COMPLETING A COMMAND AND STAFF LEVEL COLLEGE

13.  PART TWO, RESIDENT SSC AND FELLOWSHIPS.

A.  RESIDENT SSC INCLUDES:  ARMY WAR COLLEGE, AIR WAR COLLEGE,
INDUSTRIAL COLLEGE OF THE ARMED FORCES, MARINE WAR COLLEGE, NATIONAL
WAR COLLEGE, AND NAVAL WAR COLLEGE.  RESIDENT SSC FELLOWSHIPS INCLUDE
A WIDE VARIETY OF INSTITUTIONS WITH DIFFERENT ACADEMIC RESEARCH
DISCIPLINES.  A COMPLETE LIST OF FELLOWSHIP INSTITUTIONS FOR AY 99/00
WILL BE SENT TO EACH SELECTEE UPON RELEASE OF THE LIST.  SELECTEES
MAY REQUEST FELLOWSHIP ATTENDANCE IN LIEU OF A RESIDENT WAR COLLEGE.

B.  ATTENDANCE AT EITHER A PARTICULAR RESIDENT SSC OR A FELLOWSHIP
INSTITUTE WILL NOT BE DETERMINED BY THE SSC SELECTION BOARD.  UPON
RELEASE OF THE 1998 SSC PRINCIPAL SELECTEE LIST, CAREER DIVISIONS AND
SPECIAL BRANCHES WILL SEND EACH PRINCIPAL SELECTEE AND ALTERNATES
WITH A HIGH PROBABILITY OF ACTIVATION, DETAILED INFORMATION OF EACH
COLLEGE/FELLOWSHIP AND REQUEST THEIR PREFERENCES.  INFORMATION WILL
INCLUDE:  DESCRIPTION OF STUDIES, PREREQUISITES, COURSE REQUIREMENTS
AND FOLLOW-ON ASSIGNMENT CRITERIA.  SLATING OF OFFICERS BY
COLLEGE/FELLOWSHIP WILL BE ACCOMPLISHED BY A PERSCOM SLATING
COMMITTEE FOR APPROVAL BY THE CG, PERSCOM.

14.  PART THREE, FOREIGN SCHOOLS.
THE ARMY COMPETITIVE SSC SELECTION BOARD WILL SELECT AND SLATE
OFFICERS TO ATTEND SSC FOREIGN SCHOOLS THAT ARE MEL 1 PRODUCING.
OFFICERS SELECTED TO ATTEND A FOREIGN SCHOOL WILL NOT BE SLATED TO
OTHER PROGRAMS. THE SELECTION BOARD WILL SELECT AND SLATE ONE
PRINCIPAL AND DEVELOP A LIST OF ALTERNATES FOR EACH FOREIGN COLLEGE;
THE AUSTRALIAN COLLEGE OF DEFENCE AND STRATEGIC STUDIES, THE
INTER-AMERICAN DEFENSE COLLEGE, THE JAPANESE NATIONAL INSTITUTE FOR
DEFENSE STUDIES SENIOR COURSE, THE KOREAN INSTITUTE FOR DEFENSE
ANALYSIS, THE PAKISTAN NATIONAL DEFENCE COLLEGE,   THE RUSSIAN
MILITARY ACADEMY OF THE GENERAL STAFF.  ELIGIBLE OFFICERS INTERESTED
IN ATTENDING ANY OF THESE FOREIGN SCHOOLS SHOULD WRITE THE PRESIDENT
OF THE SELECTION BOARD (IAW PARAGRAPH 9 ABOVE).

15.  AUSTRALIAN COLLEGE OF DEFENCE AND STRATEGIC STUDIES.
THE SELECTEE MUST BE A LTC(P) OR COL.  THERE ARE NO FOREIGN LANGUAGE
REQUIREMENTS.  CLASSES WILL BE FROM JAN 99 TO DEC 99 IN CANBERRA,
AUSTRALIA.  THE COLLEGE OFFERS A HIGH LEVEL, INTENSIVE PROGRAM OF
STUDIES IN NATIONAL AND INTERNATIONAL AFFAIRS.  THE PROGRAM IS
CONDUCTED THROUGH FORMAL LECTURES, BRIEFINGS, AND GROUP DISCUSSIONS.
THERE IS TDY INSIDE AND OUTSIDE OF AUSTRALIA.

16.  INTER-AMERICAN DEFENSE COLLEGE.
ALL COURSES ARE TAUGHT IN SPANISH, THEREFORE MASTERY (2/2 DLPT) OF
THE SPANISH LANGUAGE IS PREFERRED:  HOWEVER, MASTERY OF THE
PORTUGUESE LANGUAGE IS ACCEPTED.  THE MISSION OF THE COLLEGE IS TO
INSTRUCT MILITARY PERSONNEL AND CIVILIAN OFFICIALS IN ADVANCED
INTER-AMERICAN STUDIES.  THE COLLEGE INSTRUCTS STUDENTS FROM ALL
AMERICAN STATES THROUGH A STUDY OF THE INTER-AMERICAN SYSTEM AND THE
POLITICAL, SOCIAL, ECONOMIC AND MILITARY FACTORS THAT CONSTITUTE
ESSENTIALE ELEMENTS FOR THE DEFENSE OF THE HEMISPHERE.  THE COLLEGE
IS LOCATED AT FORT MCNAIR, WASHINGTON, D.C., AND CLASSES WILL BE FROM
AUG 99 TO JUN 00.

17.  JAPANESE NATIONAL INSTITUTE FOR DEFENSE STUDIES.
MASTERY (2/2 DLPT) OF THE JAPANESE LANGUAGE IS REQUIRED.  THE
INSTITUTE IS LOCATED IN TOKYO, JAPAN, AND CLASSES WILL BE FROM SEP 99
TO JUN 00.  THE INSTITUTE OFFERS A STUDY OF THE FUNDAMENTALS OF
NATIONAL SECURITY, ECONOMICS, SCIENCE AND TECHNOLOGY, DOMESTIC AND
INTERNATIONAL AFFAIRS, AND NATIONAL SECURITY POLICIES.  THE PROGRAM
IS CONDUCTED THROUGH LECTURES, JOINT STUDY GROUPS WITH SUB-GROUP
DISCUSSIONS, AND JOINT SESSIONS.

18.  KOREAN INSTITUTE FOR DEFENSE ANALYSIS.
MASTERY (2/2 DLPT) OF THE KOREAN LANGUAGE IS REQUIRED.  THE INSTITUTE
IS LOCATED IN SEOUL, KOREA, AND CLASSES WILL BE FROM AUG 99 TO
JUN 00.  THE COLLEGE OFFERS A HIGH LEVEL, INTENSIVE PROGRAM OF
STUDIES FOCUSED ON DEFENCE ISSUES RELATED TO THE SECURITY OF
NORTHEAST ASIA AND THE KOREAN PENINSULA.  IT IS DESIGNED TO PROMOTE
FULL AND CONTINUING UNDERSTANDING AND COOPERATION IN THE RESEARCH OF
ARMS CONTROL, OPERATIONAL AND STRATEGIC ANALYSIS AND LONG RANGE
DEFENSE PLANNING.  THE PROGRAM IS CONDUCTED THROUGH RESEARCH AND
STUDY PROJECTS.

19.  PAKISTAN NATIONAL DEFENCE COLLEGE.
THE SELECTEE MUST BE A LTC(P) OR COL.  THERE ARE NO FOREIGN LANGUAGE
REQUIREMENTS.  THE INSTITUTE IS LOCATED IN RAWALPINDI, PAKISTAN, AND
CLASSES WILL BE FROM AUG 99 TO JUN 00.  THE COLLEGE OFFERS A HIGH
LEVEL, INTENSIVE PROGRAM OF STUDIES IN NATIONAL AND INTERNATIONAL
AFFAIRS.  THE PROGRAM IS CONDUCTED THROUGH FORMAL LECTURES,
BRIEFINGS, AND GROUP DISCUSSIONS.  THERE IS TDY INSIDE AND OUTSIDE OF
PAKISTAN.

20.  ROYAL COLLEGE OF DEFENCE STUDIES.
THE SELECTEE MUST BE A LTC(P) OR COL.  THE INSTITUTE IS LOCATED IN
LONDON, ENGLAND, AND CLASSES WILL BE FROM JAN 2000 TO DECEMBER 2000.
THE COLLEGE OFFERS A HIGH LEVEL, INTENSIVE PROGRAM OF STUDIES IN
THE DIRECTION AND MANAGEMENT OF DEFENCE AND SECURITY OR OTHER RELATED
AREAS OF PUBLIC POLICY.  THE PROGRAM IS CONDUCTED THROUGH FORMAL
LECTURES BRIEFINGS, AND GROUP DISCUSSIONS.

21.  RUSSIAN MILITARY ACADEMY OF THE GENERAL STAFF.
THE SELECTEE MUST BE A LTC(P) OR COL.  MASTERY (2/2 DLPT) OF THE
RUSSIAN LANGUAGE IS REQUIRED.  THE INSTITUTE IS LOCATED IN MOSCOW,
RUSSIA, AND CLASSES WILL BE FROM AUG 99 TO JUN 00.  THE COLLEGE
OFFERS A HIGH LEVEL, INTENSIVE PROGRAM OF STUDIES IN NATIONAL AND
INTERNATIONAL AFFAIRS.  THE PROGRAM IS CONDUCTED THROUGH FORMAL
LECTURES, BRIEFINGS, AND GROUP DISCUSSIONS.

22.  PART FOUR, U.S. ARMY WAR COLLEGE CORRESPONDING STUDIES COURSE
(AWCCSC) INFORMATION.  THE AWCCSC CURRICULUM CLOSELY PARALLELS THE
CURRICULUM OF THE RESIDENT COURSE.  THE AWCCSC IS A VERY DEMANDING
TWO YEAR PROGRAM WITH READING AND WRITING REQUIREMENTS EQUAL TO
GRADUATE COURSES.  OFFICERS SHOULD EVALUATE CURRENT AND PROJECTED
ASSIGNMENT WORKLOADS TO DETERMINE IF THEY CAN DEVOTE SUFFICIENT TIME
TO SUCCESSFULLY COMPLETE EACH SUBCOURSE ON SCHEDULE.  OFFICERS WHO
BEGIN AWCCSC OR WHO ARE ACADEMICALLY DISENROLLED FOR THE AWCCSC WILL
NOT BE ELIGIBLE FOR FUTURE RESIDENT SSC OR AWCCSC SELECTION.  AN
ACADEMIC EVALUATION REPORT (AER) IS COMPLETED UPON GRADUATION OR
COURSE TERMINATION.  AR 351-1 PROVIDES FURTHER INFORMATION ABOUT
AWCCSC.  GRADUATES OF AWCCSC RECEIVE THE SAME MILITARY education
LEVEL (MEL 1) AND ARE GIVEN EQUAL CONSIDERATION WITH RESIDENT COURSE
GRADUATES FOR FUTURE ASSIGNMENTS.

23.  THE 1998 ACC SSC SELECTION BOARD WILL SELECT AND RANK ORDER
APPROXIMATELY 1300 OFFICERS ELIGIBLE FOR AWCCSC AY 1999/2001.  THIS
INCLUDES SSC PRINCIPALS, REVALIDATED DEFEREES AND ALTERNATE OFFICERS.
ALL ARE ELIGIBLE FOR AWCCSC IN LIEU OF RESIDENT SSC.

24.  AWCCSC APPLICATION PROCEDURES:

A.  ALL OFFICERS LISTED BY THE 1998 SSC BOARD AS ELIGIBLE FOR AWCCSC
AY 1999/2001 WILL BE CONTACTED IN WRITING UPON RELEASE OF THE
FY 1998 COLONEL PROMOTION LIST.  OFFICERS DESIRING TO ENROLL MUST
SUBMIT AN APPLICATION.  IF APPLICATIONS EXCEED AVAILABLE SEATS, THE
SEATS WILL BE FILLED IN SSC BOARD ORDER OF MERIT NUMBER SEQUENCE.  AN
EXCEPTION TO THIS PROCEDURE IS THAT OFFICERS ON THE FY 1998 ACC
COLONEL PROMOTION LIST DO NOT NEED TO BE SELECTED BY THE SSC
SELECTION BOARD IN ORDER TO APPLY.  THESE LTC(P)S MUST APPLY IN
WRITING AND WILL RECEIVE PRIORITY CONSIDERATION FOR COURSE SEATS FOR
AY 1999/2001.  THIS IS A ONE-TIME OPPORTUNITY FOR OFFICERS ON THE FY
1998 ACC COLONELS PROMOTION LIST TO RECEIVE PRIORITY CONSIDERATION
FOR ENROLLMENT IN THE AWCCSC.  IF THEY CHOOSE NOT TO ENROLL IN THE AY
1999/2001 CLASS THEY WILL NOT RECEIVE PRIORITY CONSIDERATION IN
