The NSA/CSS Military Intern SIGINT Analyst Program (MINSAP) FY18 Announcement

a. The Military Intern Signals Intelligence (SIGINT) Analyst Program (MINSAP) is a three-year work/study program established and designed by the National Security Agency/Central Security Service (NSA/CSS) to prepare highly qualified active duty military career enlisted personnel to fill multi-skilled advanced technical positions through formal training and individually tailored operational assignments at NSA/CSS.
b. Objectives of MINSAP are:
(1) Develop a cadre of highly qualified middle-career and senior technical cryptologic enlisted personnel.
(2) Provide the participants with an in-depth understanding of the overall cryptologic community.
(3) Upon graduation from the program, Soldiers will be eligible for worldwide assignment.
(4) Assist the participants in advancing towards professional certification in the NSA/CSS Military Cryptologic Career Enhancement Program (MCCEP).
a. The U.S. Army Human Resources Command (HRC) will hold a quarterly selection panel.
b. Waivers will not be granted for minimum criteria. Minimum criteria:
(1) Primary Military Occupational Specialty (MOS) 35N.
(2) Rank of SGT through SSG (SSG on the promotion list to SFC are not eligible).
(3) Soldiers must have no less than four years, and no more than 14 years, total active military service, and not less than four years in MOS, as of the date application is received at HRC.
(4) Soldiers must volunteer for the program and must be recommended for the program by their commander.
(5) OCONUS Soldiers must submit their completed application to HRC no earlier than 12 months and no later than eight months prior to DEROS. If accepted, Soldiers will execute permanent change of station (PCS) in accordance with their DEROS.
(6) CONUS Soldiers must have a minimum of 18 months time on station as of date of application, with the exception of Soldiers stationed at Fort Meade, MD, who may apply with 0 to 24 months time on station as of date of application.
(7) In accordance with AR 614-200, Soldiers attending MINSAP will incur a 36-month service-remaining requirement upon completion of this program. Soldiers selected for the program must extend/reenlist prior to departing from their losing command for the entire six-year commitment. Soldiers refusing to meet this requirement will not be eligible to attend this program.
(8) Soldiers must have current top secret with sensitive compartmented information access clearance. Soldiers with clearance status pending are not eligible for this program. Recommend all Soldiers receive a current polygraph test and ensure their five-year periodic review is complete upon notification of program acceptance, in order to remain qualified throughout the program.
(9) Soldiers must possess an outstanding record of military service evidenced by Noncommissioned Officer Evaluation Reports and Academic Evaluation Reports.
(10) Soldiers must not be on assignment instructions as of the date the application is received by Military Intelligence Branch.
(11) Soldiers must meet the Army Physical Fitness Test (APFT) and Height/Weight standards. Soldiers who fail to meet APFT or Height/Weight standards after being accepted into the program, but prior to PCS, will be deleted from assignment and must resubmit an application and be reaccepted into the program by the selection panel in order to attend.
(12) Soldiers that are unable to begin the program due to their inability gain access to NSA facilities within 12 months of arrival, for any reason, will be removed from the program and may be considered for reassignment.
4. Application procedures:
a. Department of the Army (DA) Form 4187 endorsed by Commander and further endorsed by next higher Commander (minimum O5) with the following enclosures:
(1) Enlisted Record Brief.
(2) Copies of last five Noncommissioned Officer Evaluation Reports and Academic Evaluation Reports.
(3) Letters of recommendation from Chain of Command.
(4) Letters of recommendation from MINSAP graduates (optional).
(5) Current DA photo (no more than one year old).
(6) Narrative resume.
(7) Copies of all course completion certificates from military and civilian schools.
(8) Commander’s certification of height, weight, and current (no more than six months old) APFT scores.
b. Completed applications received will be considered for selection at the end of the quarter in which received.
c. Forward completed applications to firstname.lastname@example.org.
d. Results will not be released via telephone. All applicants, whether selected or not, will be notified through appropriate command channels. Letters of notification will be sent out from HRC the first month of each quarter.
5. Soldiers will be eligible for worldwide assignment upon completion of MINSAP. Soldiers who fail to complete the required graduation requirements, or who are administratively removed from the program, will also be available for immediate worldwide assignment.
6. Soldiers who initiate any alternative personnel action that would have resulted in their packet being disapproved (i.e. DA Form 4187 requesting a change to his/her status as an active duty enlisted Soldier), will be removed from the program immediately regardless of approval/disapproval of requested action.
7. The final approving authority for acceptance into this program is the Military Intelligence Branch Chief.
8. Request widest dissemination to all 35N Soldiers.
