C.  Memorandum, Acting Secretary of the Army, 21 Mar 17, subject:  Request to Establish the Military Horseman Identification Badge.

1.  This message will expire on 18 Jul 18.

2.  Per reference C above, the Acting Secretary of the Army has approved the establishment of the Military Horseman Identification Badge.  The Military Horseman Identification Badge recognizes Soldiers who complete the nine-week Basic Horsemanship Course and have demonstrated the skills necessary to become a Lead Rider on the Caisson team within the 3d U.S. Infantry Regiment (The Old Guard).

3.  The Military Horseman Identification Badge is authorized by the Commander,  3d U.S. Infantry Regiment (The Old Guard) as a permanent part of the uniform for personnel who meet the following criteria:

a.  Successfully complete the nine week Basic Horsemanship Course.

b.  Complete 100 Armed Forces Full Honors Funerals in Arlington National Cemetery.

c.  Served honorably for a minimum of nine months, which need not be continuous, while assigned as a member of the U.S. Army Caisson Platoon, 3d U.S. Infantry Regiment (The Old Guard).

d.  Be recommended by the Commander, 1st Battalion, 3d U.S. Infantry Regiment (The Old Guard).

4.  Temporary wear of the Military Horseman Identification Badge may be authorized prior to serving the required nine months with the recommendation of the Commander, 1st Battalion, 3d U.S. Infantry Regiment (The Old Guard) and approval by Commander, 3d U.S. Infantry Regiment (The Old Guard) provided all other criteria has been met.

5.  Soldiers reassigned from authorized positions within the U.S. Army Caisson Platoon prior to completion of nine months service may be considered for permanent award on a case-by-case basis by the Commander, 3d U.S. Infantry Regiment (The Old Guard).

6.  The Commander, 3d U.S. Infantry Regiment (The Old Guard) will authorize permanent wear of the Military Horseman Identification Badge by permanent orders.  When temporary wear of the badge is also authorized by the Commander, 3d U.S. Infantry Regiment (The Old Guard); permanent orders will not be published.

7.  Initial issue of the Military Horseman Identification Badge will be made by Commander, 3d U.S. Infantry Regiment (The Old Guard).  Award of the badge is retroactive to 1 Feb 13, which reflects the date the additional skill identifier, D2, was established.  Soldiers who obtained eligibility for the Military Horseman Identification Badge after 1 Feb 13 but are no longer assigned to the U.S. Army Caisson Platoon may request authorization for award of the badge by submitting a written request to Commander, 3d U.S. Infantry Regiment (The Old Guard), 201 Jackson Avenue, Building 216, Fort Myer, VA  22211-5020.

8.  When the Commander, 3d U.S. Infantry Regiment (The Old Guard) is made aware of information pertaining to a current or former Military Horseman authorized permanent wear of the Military Horseman Identification Badge that involves inappropriate conduct including, but not limited to acts of commission or omission or intention to engage in inappropriate conduct, he or she will conduct a Commander’s Inquiry to determine if further investigation is needed. If further investigation determines sufficient evidence of inappropriate conduct, the Commander, 3d U.S. Infantry Regiment (The Old Guard) may revoke the Military Horseman Identification Badge, reassign that Soldier, or both.  Once revoked, requests for reinstatement of the badge will be directed to the current Commander, 3d U.S. Infantry Regiment (The Old Guard), who will review the reinstatement request, provide a recommendation, and forward it to Commander, U.S. Army Human Resources Command, Awards and Decorations Branch (AHRC–PDP–A), 1600 Spearhead Division Avenue, Fort Knox, KY  40122–5408.  The final approval authority for reinstatement of the Military Horseman Identification Badge is Commander, U.S. Army Human Resources Command.

9.  The Military Horseman Identification Badge is only awarded for those Soldiers serving in the Caisson Platoon of the 3rd U.S. Infantry Regiment.  It will not be awarded to Soldiers serving in other positions with Horse detachments or platoons.

10.  The Military Horseman Identification Badge will be worn after the Guard, Tomb of the Unknown Soldier Identification Badge and before the Drill Sergeant Identification Badge.  Additional guidance on wear of the identification badges can be found in DA Pam 670-1, paragraph 20-17a.

11.  Applicable changes will be incorporated into the next revisions of AR 600-8-22 and DA Pam 670-1.
