1. (U) SITUATION.
1.A. (U) THIS EXORD PROVIDES DEPARTMENT OF THE ARMY DIRECTION FOR
ALL EDD HANDLERS, IN THE 31K CAREER FIELD TO PROCURE OFFICIAL US
GOVERNMENT PASSPORTS WITHOUT THE REQUIREMENT TO SUBMIT A SPECIFIC
LOCATION OR DATE OF TRAVEL TO SUPPORT THE UNITED STATES SECRET
SERVICE (USSS) AND DEPARTMENT OF STATE (DOS) IN ACCORDANCE WITH
REFERENCES A AND B ABOVE.
1.B. (U) ARMY EDD TEAMS ARE MANDATED BY LAW TO PROVIDE EDD SUPPORT
TO THE USSS AND DOS FOR NATIONAL SPECIAL SECURITY EVENTS (NSSE),
PRIMARILY IN SUPPORT OF FOREIGN TRAVEL FOR THE PRESIDENT OF THE
UNITED STATES (POTUS), VICE PRESIDENT OF THE UNITED STATES (VPOTUS),
FIRST LADY OF THE UNITED STATES (FLOTUS) AND THE SECRETARY OF STATE
(SOS). ADDITIONALLY, EDD TEAMS PROVIDE EXPLOSIVE DETECTION SUPPORT
FOR DEPARTMENT OF DEFENSE (DOD) HIGH RISK PERSONNEL AND FOREIGN
DIGNITARIES. THESE MISSIONS ARE TASKED TO THE ARMY FREQUENTLY, ON A
SHORT NOTICE BASIS, BY THE AIR FORCE SECURITY FORCES CENTER (MILITARY
WORKING DOG EXECUTIVE AGENT (MWD EA)), IN ORDER TO MEET THESE SHORT
MISSION REPORT DATE/REQUIREMENTS IT IS IMPERATIVE THAT ALL EDD
HANDLERS HAVE IN THEIR POSSESSION A VALID US PASSPORT. THIS EXORD
WILL PROVIDE OFFICIAL DIRECTION AND JUSTIFICATION FOR ALL EDD
HANDLERS TO ATTAIN AN OFFICIAL GOVERNMENT PASSPORT TO MEET THE HIGH
DEMAND/OPTEMPO IN SUPPORT OF THE USSS/DOS EDD REQUIREMENTS.
2. (U) MISSION. NLT 01 NOV 2015, ALL ARMY EDD HANDLERS, MOS 31K
WILL HAVE AN OFFICIAL US GOVERNMENT PASSPORT (BROWN) TO SUPPORT
USSS/DOS EDD MISSION REQUESTS.
3. (U) EXECUTION.
3.A. (U) COMMANDER’S INTENT. THE DEPARTMENT OF THE ARMY’S INTENT
IS TO ENSURE THAT THE ARMY HAS THE ABILITY TO MEET ALL USSS/DOS
EXPLOSIVE DETECTION SUPPORT MISSION REQUIREMENTS.
3.B. (U) CONCEPT OF THE OPERATION.
3.B.1. (U) NLT 01 SEP 2015 OR UPON REPORTING TO THEIR FIRST DUTY
STATION, ALL EDD HANDLERS WILL SUBMIT THE DD FM 1056 APPLICATION TO
APPLY FOR A “NO FEE” PASSPORT TO THEIR DETACHMENT LEADERSHIP.
3.B.2. (U) MWD DETACHMENTS WILL REVIEW DD FM 1056 AND SUBMIT THROUGH
THE INSTALLATION PASSPORT OFFICE, UTILIZING THIS EXORD AND REFERENCE
C OF THIS EXORD AS JUSTIFICATION AUTHORITY.
3.B.3. (U) CONTROL OF OFFICIAL PASSPORTS WILL BE THE RESPONSIBILITY
OF THE MWD DETACHMENT KENNEL MASTER. OFFICIAL PASSPORTS WILL BE
ACCOUNTED FOR AS CONTROLLED ITEMS. KENNEL MASTERS WILL ENSURE
DISPOSITION OF OFFICIAL PASSPORTS FOLLOWING THE INSTRUCTIONS FROM DOS
REGARDING THE RELINQUISHMENT OF THEIR OFFICIAL PASSPORT UPON
TERMINATION OF SERVICE OR PASSPORT EXPIRATION.
3.C. (U) TASKS TO ARMY STAFF.
3.C.1. (U) HQDA, OFFICE OF THE PROVOST MARSHAL GENERAL (OPMG).
3.C.1.A. (U) INTEGRATE REQUIREMENTS OF THIS HQDA EXORD INTO THE
ARMY REGULATION (AR) 190-12 MWD REVISION.
3.C.1.B (U) COORDINATE WITH THE MWD EA ON NECESSARY
REQUIREMENTS/UPDATES REQUIRED IN THE DOD INSTRUCTION.
3.D. (U) COORDINATING INSTRUCTIONS.
3.D.1. (U) THIS ORDER IS EFFECTIVE UPON RECEIPT.
3.D.2. (U) ARMY COMMANDS (ACOM), ARMY SERVICE COMPONENT COMMANDS
(ASCC), DIRECT REPORTING UNIT (DRU) PROVOST MARSHALS AND MP BRIGADE
COMMANDERS WILL ENSURE THAT ALL EDD HANDLERS HAVE OFFICIAL US
GOVERNMENT PASSPORTS NLT 01 NOV 2015.
4. (U) SUSTAINMENT. APPLICATIONS FOR OFFICIAL US GOVERNMENT
PASSPORTS WILL BE AT NO COST TO THE SERVICE MEMBER OR UNIT.
